I didnt know even to evict I have to pay money out of my pocket just to make the house empty and not even a chance of getting my owed rent back.Even if I lower the rent which I am willing to, problem is not getting good tenant.

. $30k should be more than enough cash to purchase your first house hack, especially if you're using a VA loan (0% down), although by putting 0% down your expectation for cash flow should be pretty low unless you're making improvements to the building.For paying off the debts, I recommend focusing on the credit card debt.
