Add in many/most jurisdictions are (I believe incorrectly applying the law) mandating the existing structure be rent controlled (assuming it is over 15 years old).The reality is virtually all RE investments will do better than adding an ADU.

HCD has no bite, but they would send a cease and desist letter to any entity that is trying to remove a safe unpemitted unit as their mandate is the protection of the various housing mandates from over zealous local jurisdictions.

Not every state or city mandates that any landlord has to accept Section 8, because the landlord has to not only subject their property to Section 8 inspections, rules and regulations, they also often have to separately arrange for the tenant to pay the non-covered part of the rent and can face difficulty evicting just based on that.

Unlike the US dollar and other currencies, there are also no government mandates dictating that anyone must use it in transactions too. in most transactions, it is treated more like an intangible commodity than a currency, only really being traded between other speculators.
