Again I am not a lawyer but my view of the ADA rules is that they do not include ESA animals, cats (or any animal other than dogs and miniature horses) and that most posters have not looked into what ADA states.  

You need to know and understand Fair Housing, ADA, Lead-Based Paint, and mold issues.

Had you been a real estate agent, picking up some elderly or disable person is actually required under ADA, equal opportunity and access.

Now if the stairs meet the code for access/egress then so be it, but I'd guess that ADA is the issue.

However, they installed what I swear was a little tiny kids toilet in my bathroom at first when I ordered an ADA adult sized one, they forgot a recessed 'picture alcove' that was supposed to be in the master bath when framing/drywall, and other small details like that.
