I have a tenant #1 that keeps making noise complaints of  tenant #2 playing their music to loud and late at night.

They come and go like musical chairs.

No loud music, no loud company, no loud television - just that his walking across the room above her head drove her mad.He was a really nice, engineering student, so I asked him to try to tread more lightly, if possible, but that was it.  

Although the nightlife and culture (museums/food/music) was a great and calming change from the busy metro area, I felt isolated.

Take a few minutes to compose a statement about everything and that should be a good start. 

I just composed a response and sent it.

OCU has a very intense Musical Theatre and Dance programs.

They (me) are arguing that that +$200 per month is what keeps the musical chairs game going and ensures you have a seat when the music stops.

Music festivals coming in, not a bad time!

I created a "sacred space" as it were, with calming music, candlelight, hot tea, etc... and for 1hour/week I listened through 1CD.
