They could just as easily pass a rule that forbids renting.

It a good enough neighborhood to attract a good tenant that can pass a credit check and background check, have stable income, and will pay their bills and take care of the home. 

But the same Uncle Sam was a big reason we had the crash.You cant pass a law and tell banks they have to actually make loans to unqualified people.

No state can pass a law that is unconstitutional even though California constantly tries. 

You don't need to pass a bar exam to know, for instance, that you simply can't discriminate for the short list of protected classes.  

the first reason is i like to see what they are delinquent with. if it is a student loan or a CC bill that is one thing but if it is repeated car note issues, i pass. a tenant will choose paying the car before the rent every time.
