Understand and stick to the MAO's golden rule: pay no more than 70 - 75% of ARV all-in so there's meat on the bone for wholesalers and flippers to work with.

I understand it’s possible to take out a loan from the TSP for this purpose, and I’m considering that route as well. 

I do not understand this statement at all.  

When choosing a real estate agent, look for someone who works well with out-of-state investors and understands Section 8 properties.
