I'm looking to possibly start partnering with a friend locally and one thing I know he needs is a better system for CM, which it seems this may provide.

And in each municipality, that could be designated the following,  C1 Victoria, CM Vancouver, C4 Langford, etc.   

I'd love to find an independent PM/CM to work with and I've even debated putting a PM on staff to streamline things.

So it's looking like CM's having a hard time shedding blame with his signature on the contracts and his face in the videos promising turnkey investments that ended up being vacant economically obsolete or literally burned down houses.

@Brittney Johnson 100% agree with the west CM being very under-priced for an almost-coastal city. $350 per sqft for a SFR , 2 miles off the beach is quite rare in SoCal (exceptions are San Pedro and Oxnard, and CM is really not that bad).
