lots of reasons this should not have even been allowed to go up in the first place.But the topmost reason is that it is a fire hazard - one spark or ember from say a fireplace (or cigarette) could ignite that plastic sheeting, and might thus block the main fire escape route!

In our area, the local electric utility (PPL) has absolutely no sense of humor on this issue.We've managed an older property where a boiler's ignition (12 volt with step-down transformer, so not a lot of juice was used) was wired on a tenant's meter instead of house common area meter.
