A great way to market to travelers is to reach out to Nurse Recruiters/Agencies.  

Can you recruit someone and offer them bonus payments or something tied to performance and longevity of tenants? 

I can guarantee you there aren’t that many people who would do job hopping, maybe in technology worlds but most office workers would choose stability and benefits rather than going through recruitment process in the hope of a 20% raise.

First share on websites where they recruit others so that you warn any other potential victims and post to the forums of those websites.
