Besides, If you disclose my personal information on this forum in retaliation for my negative review, I will file a complaint with the appropriate financial regulatory authorities.Your frustration and disappointment is understandable… To leave a negative review could leave real damage to a company.

Proper management is crucial because this population has high-turnover and can easily damage a property without proper oversight (that's where the qualified staff come in). 

That way I have extra funds to deduct for damage and late fees for that last month of missed rent.

Recommend demanding the owner follow California laws regarding handling of security deposit charges & refund or threaten the owner with lawsuit - many states allow double or triple damages against landlords/PMCs that don't properly follow the laws.
