Like others have said, house hacking is one of the best paths to least resistance ways of getting into REI and scale slowly but surely. 

I have had a water meter put on my well to monitor water use so I think you could do something similar if you want to charge/monitor use for water. 

The wall however are plaster with wall paper that was water damaged and dried as is years ago.
