I use SpotCrime to see exactly what arrests have been made. 

For example, a boyfriend got physical with the girlfriend, she called the cops, he was arrested and a restraining order was placed against him.

The detainer filing will cause a snowball of grief on them and unless they can prove to a judges satisfaction that they have rights to adverse possession, they may be arrested for criminal trespassing (penal code 602 PC) as they are removed. 

Evictions for non-payment might be halted but restraining orders (which would also force them to move out when issued for violence) and arrests are problem solvers too.

@Dennis Day First question that comes to mind is was an arrest made and who was arrested.

The existing tenant could get seriously ill, be arrested, or be out of the country on a trip and had passport stolen etc... 

In most cities, individuals with any kind of criminal record, even just an arrest record, are unfairly denied housing.

There is nothing life threatening, you aren't being arrested or going to jail, so "lawyering up" right away or ordering a survey tomorrow isn't absolutely necessary.I would start with fact-finding.
