One thing that puzzles me is why is there so much inventory that is not rented. 

I have an interesting dilemma at my hands and really puzzled on my next steps.  

If the house only needs $5K of rehab otherwise, and you won't be looking at very many places inside the walls or floors, it might be worth getting the inspection, as an extra $2K is a large addition to the rehab budget.Another piece of the puzzle is that it's easier to do the treatment when the house is being worked on anyway. 

Also, I'm a bit puzzled by how soft-story buildings are defined especially when it comes to smaller buildings (2-4 units).

Now that I am looking at their history I am puzzled.  

It's easy to put puzzle pieces together to make a picture, but much harder to get it to all work that way in reality.
