I've found asking the neighbors, asking any local FB or other online groups, and calling related relatives often unearths the person rather quickly.On 2) you definitely want to understand the yellow-tag status regardless of whether you will be buying form the existing owner or the bank -- the situation you will be taking over may well be the same regardless of who you buy from -- the house is likely to still be tagged.
