It is not going to be solved because local government and property owners do not want to solve it.

This one was a good example, it was tenant occupied, but we were able to have one unit vacated before closing so my client could qualify for an owner-occupied FHA loan.

The implication is most starter homes are not good homes to be purchased for owner occupied.  

Does anyone have experience or know of someone who was able to obtain a DSCR loan with the seller carrying a second mortgage? I'm having trouble finding a lender who will do this.Thanks much in advance...

We are getting ready to inform owners of this change and are worried about pushback from owners since we bill our management fee based on the monthly rent charge.

The only thing that makes this deal attractive is the owner-financing and relatively low rates. 

I would check with the city, and some people do pull permits for the GC, and in my experience I have been able to pull permits non-owner occupied, but a lot of city want a owner-occupant to pull the permit for owner-builder.
