A room rents for about $800-$900/month so you would need to run a lodging house with a minimum of 6 bedrooms and put at least 40% down (~$350k) just to breakeven with a prime -0.50 mortgage.Personally I would rather put that money into a money market fund and earn 3-4% without the nonsense of being a landlord, especially with the tenant-friendly laws in Ontario.It's worse now but it was already not worth being a landlord for most of my investing career (I started in 2000) which is why I got into lease options and seller financing. 

If and I am sure its already happened  but if complaints are lodged with the regulators then once they look at the transactions they make a decision of what to do from there end.. 

Before that I want to know if the PM can hold my rent/security if I file a complaint.Additionally is there any other venue where I can lodge a formal complaint?

Unfortunately lodging in the DC area can be hit or miss and is also expensive.

It's easy to loose perspective that a lot of our 'LTRs, MTRs and STRs' are on Maslow's hierarchy of needs and are our guests goals and 'dream' or ideal homes/experiences - even if only temporary lodging.

@Edgar PerezGo with a sober house, zone it as a lodging house to circumvent any state regulations that may dictate what you can and can’t do.

I have somehow persuaded them to cancel out of the lease but they say they have already lodged a code complaint.

I sent her $200 to cover the inconvience and any extra lodging fee and was not effected as a Host.

VanGundy some room and board over an extended period of time at a state or federal long-term lodging facility, if you get my drift.
