He certainly doesn't have the financial means to find another place and has disabilities which require him to have close parking and a handicapped accessible unit, therefore, limiting his options to find another place. 

I can recommend Daniel Winkler in Oakland, but I'm not sure if he goes all the way down to Fremont.3) That handicap accessible ramp is probably costing you some money.

Smokers.Some newspapers mistakenly believe that smokers are a protected “handicapped” class.

You have to treat them as god, and don't ever give the impression you're trying to do the minimum.I'm sure you will follow strict standards: sprinklers, handicap access, natural disaster or flood protection, stormwater management for impervious surface (might need substantial room for a settling pond).
