When something in the process is broken and it doesn't instill confidence in landlords to want to accept section 8 next time (which is of course illegal) — the gov't has a social responsibility to come in to look how to make this favorable for all four parties in the transaction (tenant, case manager, landlord, real estate agent) to increase adoption and retention of the program at large.
