No other way then getting in contact or showing up on his doorstep.

The mailers I receive for my properties are not of a high enough quality, to make me believe the sender understands what gets a recipient to even open or read the mailer, let alone respond. 

Each time I wire funds down to Belize the recipient has to go to the bank and sign why they are getting the funds.  

I don't personally own any properties leased to housing choice voucher recipients but heard from others who are having trouble leasing their properties.

Many of the recipients are single mothers who actually want to find stable housing for themselves and their children so initially they are looking for the best house they can find and it is only when time is running out and their voucher is expiring (Yes that is a thing) that they begin lowering their standards and will settle for a cheaply put together home. 

And they need to be tailored to what you can pick up about the recipient regarding their culture and all.

You could start a PM company that handles subsidized housing program recipients primarily but I am not sure of the economics of that as it is not my specialty.

However, I found that about 1/3 of the emails I sent through the system never reached the recipient.

I knew that this person was a convict and on parole, and for some reason in the moment I had felt pity for them despite everything they had done to me and to this project, and to "jesse".The next morning, this person was on my door step again banging on the door.

They may have their own website for listings and that may be where most recipients are looking.
