But, I think there's a high probability that this guy could be successfully negotiated into knocking off his bullying behavior on the assumption he might be smart enough to know he could lose his license, or at least be embarrassed by having to go in front of the bar association's disciplinary board.

You probably have no way to determine this, but maybe putting the warning out there will cause someone to change behavior.
