In the counties I've tried these cases (Polk, Dallas, and Warren), magistrates have routinely taken the position that, when a municipality requires a rental certificate, and landlord offers unit for rent without complying with the permit requirements, landlord cannot recover rent through legal procedure (whether eviction or suit for non-payment) because landlord is not lawfully offering the place for rent.
