I live in the second floor and my neighbor lives on the second floor.I have not been getting along with my my downstairs neighbors and they have recently been getting very passive aggressive and trying to provoke us.

@Monika MickuteShe is probably a non confrontational person so I would text her her options. also in the text let her know that once filing of eviction starts her ability to rent somewhere else is going to dramatically going to decrease. be empathetic and speak to her about the potential of her kids not having a place to go home to. hopefully this thought will provoke action to call you and help resolve the payment plan.
