Unfortunately local politics often lead to policy considerations that are intended to drum up voter base appeasement as opposed to doing what's best for the municipality/city.

I don't know how the humidifiers are configured, but you might be able to put a small pump into each reservoir (search "automatic bilge pump" on amazon) and move the water into either a larger collection tank (think 55 gallon drum) or drain.

Agree that it won't help the seller get top dollar but if the motivation is truly to liquidate asap that info will help drum up interest from buyers.You won't hear that story in a hot market like Denver unfortunately!
