I think it's one of those things where the SEC regs let you drum up interest before you actually start selling.Should be worth investigating.I couldn't tell you how they're planning to invest, with all the legal impediments, as per your post, currently in place.

As a wholesaler, in order to get a property under contract, there's the advertising, the postcards, the negotiations, drumming up investors, etc, etc.

Has anyone ever gotten the feeling that maybe their lead paint inspector was drumming up business for his contractor friends, and securing a re-inspection fee for himself?

You need a place to live, and surely you can drum up some roommates, pick up a duplex and rent out the other side.
