I think the moratorium will last until 2022, when we can have the vaccines. 

I'd still use a petscreening type service (since they get the renter on record about things like vaccinations and bite history) / have breed restrictions / limit people to one or two pets, but since these are the same restrictions you could place on an ESA, it makes everything else simpler.

Is it as simple as an eye test, or would you request vaccine records for the dog which should also identify the breed of the dog?

My insurance gives me an easy way out of renting to people with these breeds.If you do allow them: make sure you have a vet certify the age, breed, and current vaccinations.
