In Silicon Valley doing a web search for "city name comprehensive financial report" will almost always find it for the "city name" you are interested in.

Some are just a sewer-dye test, some are far more comprehensive.

Normally it consists of a just a sewer-dye test but some local municipalities are far more comprehensive to the point of hindering sales altogether due to cost of fixes.
