I do think that someone needs to give these people a chance if they are truly trying to stay out of trouble behave and really turn their lives around they deserve that opportunity just like anyone else they shouldn't have to pay for their crime for the rest of their days.

If they can save money by keeping it clean and not get hit with a fee, then they have an incentive to behave as better tenants.
