I did do an initial visit to the area when I was nearby visiting family (I'd been as a child but not in many years), but didn't buy anything I saw on that trip.  

I saw similar houses near by are around $1300 -$1400. 

For instance, assuming the new plant will raise property values in that area, will they outpace normal inflation of other nearby markets such as Cleveland, Columbus or Pittsburgh.

Internet search shows this program is used in NYC and nearby to help people transition into stable living arrangements. 

Sand Lake Resort is another place nearby that rents out a few cabins, but that's about it.

Roof leak and shower leak are on the list for later this week...Plus we're completely rebuilding a little cheapo house in a nearby town.

@Steve BarounisI can only speak in generalizations regarding nearby neighborhoods similar to what you describe, but buying in a bad area because it falls in your price range is a bad idea.
