I know some things are coming in the future but essentially you are paying for the future improvements in the area and they aren't there yet.

My plan is to secure financing within 2 years and refinance to pay you off and move forward with my plans to improve and continue to rent out the units.

We used our BAH as we purchased properties, and used COLA to make improvements to our owner-occupied properties. 

It basically teaches you how to be a better human being so that everyone is rooting for you to be successful. its all about being the best guy or gal you can be and how to improve peoples opinions of you.

We have done a good job on the house and really improved the back yard and the tenants patio.

Jax, like Tampa, has some big dollar players lining up plans to improve the area.  

We felt the back yard grass would give us an advantage in selling price because no other flips on the market had an improved back yard.  

If so, would it make sense to try and sublet it, continue renting along with my two roommates, or try to improve it and either give other tenants a lease option (lease option "sandwich" described in Brandon's book) or exercise the option and sell when the time comes.
