@Dan Hawker, You need to hold that property long enough to demonstrate that your intent in purchasing it was to hold for productive investment use (not simply to resell). 

It's simply absurd and only results in increase costs for all tenants because of some bad apples.

Anyway, you identify properties that meet your requirements, then track the owner down and simply ask them if they would consider selling.
