Going with a low end of normal rate of like 1% of value and say that it is actually valued at $40K that is $400.I find it hard to see how you can get much under like 11-12% even if you say your only costs are taxes and insurance.

Neighbors say its been vacant for over 15 years same as taxes owed and no new address of owners- how far behind before it normally goes to tax sale 15 years seems a little slow to me.
