Most lenders like to see you have some "skin in the game" , so may need a down payment and some closing costs at the very least - however , there are still opportunities to wholesale or bird dog which does not require down payment money but may be a lot more difficult without a marketing budget.

Opinions vary on getting your real estate license, I might just look for a great investor friendly realtor.Set up some key word alerts for topics and geographic areas you are interested in.

We did one where just about every door frame was 1/4inch out of a std size door width & the heights varied from 78.5" to 83".

We just closed on our 8th rental houses. 8 houses in 4.5 years at 28 and 30 with only one steady paycheck, one unpredictable paycheck (my paycheck varies depending on the job availabilities at our current duty stations) and a transient lifestyle being a military family.
