I would love the BP community's advice on where I should list the package and how best to attract the right kind of buyers.

As mentioned above the schools are bad, the build quality of most everything there is very poor, the is not much there to attract people other than being cheap. 

Cash offers are attractive to sellers for a few reasons; quick close, no underwriting and cash buyers are more likely to negotiate away contingencies.

Section 8 is somewhat guaranteed income, but in some places attract the worst of the tenants.

It has its own unique subcultures as well, the Old Colorado City and Downtown areas attract many Millenials, and has a similar feel to Fort Collins Old Town area.

Also investing in the right neighborhood that will attract homebuyers or renters where there are convenience factors such as schools, stores, transportation etc.

How long a property goes on the market without selling, or even attracting offers, also factors into how comp valuation will be calculated.
