Depending on your level of units, I find a fresh coat of paint goes a long way.

It's pennies in comparision to the greater project and getting a full picture of what you need to do really helped my comfortability.

I'd have the job done for pennies and in less time it takes arguing with everyone. 

You only need one good coat.

TSP -> ozonate -> kilz-> probably a second coat of kilz if brutally bad -> paint it.

She also stated we will need to repaint with some kind of coating, and that still isn't a guarantee the smell will be gone.
