In my affordable blue collar rental homes the answer is "no" on both.  

If most of your renters are blue collar, they are not going to pay $3000 a month to rent your house.  

I did buy a house with a bedroom with dark blue walls that I was just was too tired to paint (after covering the hot pink).

Good thing we check ourselves rather than calling a repairman and reprimanded them for their sloppiness.Then, I tend to rent to older blue collar guys who can take care of things themselves, and charged them cheaper rent.

This may work for a single family house but in an apartment complex it creates a perverse incentive not to pay rent especially in a low income blue collar small community rental properties.I have a 21 unit apartment complex where the previous owners offered generously cash-for-keys.

I didn't hear anything for 6 years and he contacted me one day out of the blue. 

CC has about 5,000 residents in town, and it's basically a blue collar tourist town. 

Sold properties are blue, properties for sale are green.

The situation: I represented a client who was selling a home with an in-law suite/apt in a blue collar town 4 miles north of Boston, MA.

But, that area is full of blue collar workers and retail workers, lots of medical facilities, etc., which equals a lot of renters.
