I don't have the resources to buy and rehab this, but I really don't want to wait until I do.

I am considering putting a kitchen in the garage apartment, but need to know who to speak to if this is even allowed or not.Any and all advice or resources for me to reach out to would be greatly appreciated!

A real estate agent, that sold my house to me years ago, and was one of the most stand-up quality humans I have ever met. 

There is a handy search bar in the upper right that makes it easy to find previous discussions, blogs, podcasts, and other resources.

Use as many resources you can find.

However, I have struggled to find books/resources on this sort of RE (which is probably a good thing) - does anyone have any recommendations on where I can find any podcasts/books/websites/etc to shorten the learning curve?
