One thing to keep in mind is that your 'mortgage' payment might not change much in a lower tax area, but the percentage of it that is taxes will be much lower (meaning you'll wind up with the same cashflow, but likely have a higher return due to increased equity buildup.)

@Mindy Jensen  thinks I might have an idea.IF THIS IS AS bad as it smells WHATS worse is you only owned the building 2 months.. so your damages are pretty minimal.. the previous owner had larger percentage of loss,, 2 months of dog crap isn't enough for you to show  permanent damage but 12 month is  I'd for sure charge for power washing, use a deck cleaner..sand with a pole sander once dried and put down a good sealer.. is the deck cedar or green treated,, you'll have better luck with cedar.. if it's green treated,, I'd consider painting the deck floor after power washing and let dry completely and seal with kilz first and then paint..

Getting an inspector is about the same as if you buy local: ask your agent for a referral, ask other investors in the area, or find one on the all-knowing Interwebs :) The biggest thing to keep in mind is that it is a shift in thinking.

You will also need to pay a plumber to de-winterize for the inspection if you want to test the plumbing.One thing to keep in mind is the field service manager (FSM) will then coordinate getting the property re-winterized after your 3-day window has expired.
