And nobody wants their rents to increase by $25 a month so they will be watching what they do. 

Especially if nobody is actually watching.

So, with that in mind, your plan would be to buy, watch the market and hope it goes up.

I didn't start researching until the list was available from the auction site and I used the sites watch list also but the spread sheet was valuable as I added sqft, beds, baths, my max bid, etc.
