Even without the local water providers involvement you can hire out sub-metering privately, have the readings delivered to you via the interwebs and see where the water is going.

Prices can vary quite a bit, so shop smart.Bath fixtures: Big Box stores and faucetdirect.comFlooring: LumberLiquidators.com and sub contract labor to install (found on craigslist.com)Just need to do online research to find pricing and locations that work for you.

Park has sub-metered city utilities so there's no concern about park expenses other than road/common area damage.I agree with you both that a big potential concern is the tenants' behavior being a burden on the rest of the park.

One of the problems with buying sub $50k properties is you tie up all your cash since you can't refi to get the money back out...or at least at a % to make it worth it.
