Park has sub-metered city utilities so there's no concern about park expenses other than road/common area damage.I agree with you both that a big potential concern is the tenants' behavior being a burden on the rest of the park.  

Has anybody had success sub-metering the gas and water for each unit and are there any possible pitfalls you are aware of when doing this to a deed restricted low income multi family?

One of the problems with buying sub $50k properties is you tie up all your cash since you can't refi to get the money back out...or at least at a % to make it worth it.
