It sounds as though it basically confess down to the fact that cash buyers are easier and more convenient to deal with (no need to get approval, official inspection or appraisal is not a necessity, less probability that the buyer will back out last minute)

Once submitted, they'll call you about a year later and probably offer to settle over the phone if you waive your right to an official meeting.

When I make an offer to either, do the offers need to be official letters, with legal jargon, etc?

The federal lien may officially drop off after 10 years, but would a bank loan against property after the 10 years?
