I don't plan on purchasing a property that I can't comfortably cover the expense on while it's vacant either.

If the HOA was prudent in hiring this vendor, the HOA should have collected an insurance certificate and CGL endorsement listing the HOA as additional insured and the service contract should contain an indemnification provision in the contract that should cover HOA members property.

@Aswin SinghSince you will be living in the duplex, you will want to get a homeowners policy, which will cover both the building, as well as your contents.  

“beware of requirements for additional title insurance beyond the cos of the property and the buyer named on policy.”To clarify, lender's title insurance covers the amount of the loan, not the cost of the property.

I am guessing you mean what happens if the sales price of your house is not enough to cover taxes owed.
