I am not trying to calculate the return to dollars and cents.My guess is you might be trying to sharpen your pencil too much and it is wasting your time.

I visited twice wasn't able to reproduce it and also had an HVAC technician take a look, as well, and he wasn't able to reproduce it, but my guess is that there really is a problem, as they swear up and down that it gets bad sometimes and I see no reason for them to make it up. 

Guess I never paid attention, I just know on some more expensive items I just figure to go in the store (i.e. new xmas tree this year was $600) so worth the few mins extra time driving versus having it delivered to my door to get the 10% discount, but I never calculated if it was actually 10% just paid once they rung it in with discount.

My guess is that most investors "graduate" to higher priced properties over time rather than accumulate 25-50+ of these 100k properties.

Less than 1% I'd guess. 

That said, I would guess that the city is bluffing.
