I'm surprised they didn't have any kind of leaching mechanism at all; with the new baffle systems they can get leach systems in on some really tight lots.

It is best to have a separate HVAC system for each unit but if the multi family unit is all on one utility meter then you might want to get one of those ones where you can control the system from 2 different units.  

If they are on a third party payment plan for water they are probably going under economically. 

The cost for that is now about $1000 per system per pump so $2000 per year.
