403b For Investing. Cash out early?

I have a 403b from working with a hospital. The investments have done well and had matching deposits from my employer while I worked there. I since got a different job and am wondering about my options to use this money as a down payment to start our RE investing. I believe changing employment allows me to cash out (which would incur penalties and taxes) or to transfer to another account. Is that correct? I have about 50k in the account now. I'm willing to take the hit in order to get started with RE. Is there a better option using this account to get started with a local STR investment? Thank you!
