Lots and lots of research.  I read a lot of blogs as to where people are investing, what cities are up and coming, what cities have low unemployment and high job growth.  I like the web site bestplaces.net which will compare these attributes including population, demographics, education level of people, crime rate etc.   FRom there, you can research housing prices, etc.   Then go visit.

IF you want to stay a little closer to home, I have a bunch of LA / OC clients investing here in Temecula. It has all the number I want for crime, population, unemployment, etc and low prices.  Home for $400K.
