County Clerk's Office

Hi All,
I wanted to know if I would be able to find multi family REO or Preforclosure investments before it becomes public and is all over the internet, by going to the county clerk's office. I know that establishing relationships with banks (who own the REOs) and realtors would be a good option because they are provided with this information and can present it to me before it goes public. Any advice would be greatly appreciated!
