I'm from Saint Louis and am looking to buy my first multifamily an it seems that the rents would never be high enough to meet any of these rules. Any tips for the saint Louis area would be greatly appreciated!

I can understand how you are confused.  Here's how you use these percent rules:

2% = the milk you drink
50% = is the amount of people (I looked this up) that drink 2% milk
70% = the amount of people that used to drink 2% milk 10 years ago

Other than that, for REI, these percentages are useless. They tell you nothing of value. Analyze using real numbers with $$$$ in front. This isn't the stock market.
