Accessing equity left from refi

Am i mistaken to assume if i refi my 1st Brrrr and im only able to refi 70-75% i can also have access to some of the equity left in the house by doin a heloc? Id like to get as much out obviously to make other purchases. Just wasnt sure if there would be a certain percentage id have to leave on the table because of LTV.

@Ladd Krestan You may have a difficult time obtaining a HELOC agove 75% on an investment property.
