Not permitted work- it’s a room, bathroom, and kitchen

I’m under contract for a house that is said to be 5 bed 3 bath. The downstairs has 2 bedrooms, a bathroom, and a kitchen.

1 bedroom and the bathroom are permitted but the other bedroom and kitchen aren’t permitted.

It will be a great house hack but not really sure what to do with negotiations as it could be done wrong and just has nice a nice “shell” to it.
