Interesting in investing in parts of Philadelphia

I'm interested in investing in affordable areas in Philadelphia. Ideally areas the will improve over the next five years. Any suggestions?

I've seen some prices on Homepath.com (10K - 40K), so I'm assuming work needs to be done on these properties.
